Student Self-Governing at KMLA

Korean Minjok Leadership Academy (KMLA) has a unique system of student self-government: student council branches and their affiliated twelve departments. Unlike most schools where only seniors serve as school representatives, KMLA empowers juniors (grade 2) to lead in student self-government. They are elected by the student body to become president and vice-presidents of each student council branch and also head the various departments.

Reflecting the actual government, KMLA’s student council consists of three branches: executive, legislative, and judicial. In addition to their important duties on campus, the three branch system enables students to experience how actual society functions.

The Legislative Council enacts or amends the school code of conduct. When doing this, the Legislative Council first holds bi-weekly meetings with class presidents. Next, usually during 8th period on Tuesday’s, all students participate in class discussions and vote to pass the proposed agenda or not. If passed, procedures are then followed to implement it. The Legislative Branch also inspects the student budget of each department, the student council and other groups. One noteworthy change recently made by the Legislative Council was abolishing the wearing of school uniforms based on season. Students can now wear any of their official school uniforms based on their personal choice.

The Judicial Council operates student court on every Thursday evening during 1st self-study period. Students who received penalty points from teachers the previous week must attend court. Before their court date, students can file a final appeal. The Judicial Council will then conduct an investigation by collecting evidence and testimonies to find out whether the student’s appeal is valid. Following an investigation, a conference of jury members randomly selected from the student body takes place. The Judicial Council presents all evidence and then takes into consideration what students think about the case and how it should be judged. The Judicial Council then makes a final decision, which is formally announced at the start of student court.

The Executive Council’s work is based on real life issues: facility problems or concerns, rules, school meals, and so forth. The Executive Council also makes and delivers announcements. It also accepts student proposals, finds resolutions, and holds meetings with related teachers or school staff and announces the results. The Executive Council also plans and organizes various school festivals.

Lastly, KMLA is unique among Korean high schools because of its operating departments. All students are expected to become a member of a department. This encourages them to participate in self-governing and become active members of the community. Each department also stages a gathering each semester where members can freely share their thoughts and ideas.

At KMLA, numerous opportunities are given to students to participate in self-governing. Since their work directly impacts their daily lives, KMLA students show great interest in their self-governing system, and pride themselves on being the true owners of the school.
